The article is devoted to the problems of management of regional and municipal debt. Provides the experience of foreign countries in the area of debt policies of subnational entities, including the imposition of restrictions on lending, the budget deficit, debt-servicing costs. The paper considers the structure and trends of debt of Russian regions.
