The effective realization of development strategy of regions and municipal unions in the market environment should be provided with a combination of direct (administrative) and indirect (economic) methods of state-municipal regulation. In turn, in the world practice. the social partnership institute is the structure, which has proved as the coordination system of interests of the all authorities groups, business and citizens. Now, the tripartite agreements, which are formed and enactment on the national and on the regional levels, haven’t indicators, such as the indicator of average salary. In the article the authors has offered the modelling projects of the legislative acts: «About a minimum consumer budget (subsistence level)» and «About the rational consumer budget and about the reference points of average salary (the subject of federation)».
