Methodological approaches for forming the agricultural cluster in the municipal district

For the successful functioning of small enterprises in developed countries uses the cluster approach, when on the limited area there are a large number of companies working in the production of one product or operating in adjacent related areas, which form an integrated production and providing due to this required level of competitiveness of their products. The article describes a method of identifying areas for development in their basis agricultural clusters. This methodology is applied on the level of the municipal districts of Tambov region on the purpose to identify agrarian areas that are preferable for the formation of the cluster produces of dairy products, based on the development of small business in the dairy farming.
