Formation of an industrial policy at federal and regional levels is the major component of the present stage of the development connected with modernization of economy of Russia. A radical question of an industrial policy is the choice of criteria of the state support. A strategic target of an industrial policy on its long-term prospect - creation of a competitive industrial complex.
