Steady and competitive development of region is provided with presence of the effective environment of "generation of knowledge», based on considerable sector of basic researches in a combination to the rational education system competitive by national innovative system, a complete state policy and standard legal maintenance in sphere of innovative activity. In article problems of innovative activity in Stavropol Territory at the present stage of its functioning are allocated, the basic directions of strategic management are formulated by innovative development of region.
