The relevance of the article is determined by the modern condition of the Russian Federation economics. Nowadays there is a compulsive need for the change from inertial to innovative way of development. There exist certain prerequisites, but the majority of them, in the author’s opinion, are necessary, but by no means always sufficient condition for the intended purpose achievement.
     The research proves that today our country needs not so much innovative developments commercialization, as creation of technological basis for each prospective innovation serial manufacture.
     In fact only work in this direction will allow increasing labor efficiency and make Russian enterprises and their products really competitive at the domestic and world markets.
