Necessity of perfection of system budgetary financing of agroinsurance

The share of the insured areas under crops under programs with the state participation has decreased in 2009 to level of 2004 and has made 15,2 %. The primary goal of insurance of agricultural crops with the state support is maintenance of stability and uninterrupted operation of an agricultural production. However for today in the field of agricultural insurance there are many unresolved problems. The majority of them are connected with often changing conditions of granting of the budgetary help, a lack of means at agricultural manufacturers and low level of payments of insurance compensation.
