Institutional background leveling environmental externalities within nature using activities

In this work, the institutional prerequisites analyzed leveling environmental externalities within prirodohozyaystvennoy activities. Concluded that an effective economic mechanism of ecological leveling environmental externalities should be aware of certain features, and rely on both economic and consistent with administrative control, socio-political, psychological, moral, ethical and other tools.
