Innovative development of regions of Russia is characterized by the big heterogeneity and a number of the problems which appear in the process of realization of strategy of innovative development of regional economy. Economic subjects of the South of Russia accumulated positive experience in realization of strategic plans of innovative development of territories on the basis of forming the innovative cluster with the help of the created elements of an innovative infrastructure. Replication of experience of effective innovative activity of the enterprises of the South of Russia in other regions will permit to receive systemic effect of innovative development of national economy.
