Perfection of methodological bases of forward planning is a main objective of the concept of reforming of budgetary process, and also creation of conditions and preconditions for maximum efficient control the state (municipal) finance according to state policy priorities. In article directions and an essence of this reform, and also a way of increase of responsibility and expansion of independence of participants of budgetary process and managers of budgetary funds within the limits of accurate intermediate term reference points are stated.
