Questions of legislative regulation of development of institutions of lokal government in Republic Sakha (Yakutia)

The author analyses the phases of local government formation in the Republic of Sakha (Yakutia) in the context of interbudgetary relations development. Also the author defines the features of establishing municipal budgets in municipal districts and urban districts and settlements. Priorities of medium-term budgetary policy of municipal establishments of the Republic of Sakha (Yakutia) are determined in the article.
     Formation of a local government system in the Republic of Sakha (Yakutia) differed by some regional characteristics. During 1997-2000 years 10 settlement municipalities located in ulus areas had been formed in the republic, and in accordance with the legislation they had larger budgetary rights than local authorities in ulus, in which territory they were situated. During that period the Republic of Sakha (Yakutia) had original budgetary organisation.
     Only in 2003 large-scale process of organizing local government organs, which replaced the local authorities in the districts of the republic, started. During that period three categories of issues were determined: a problem of promissory notes regulation of local authorities’ liquidated organs; an issue of provision of property to local government organs and delimitation of land; a problem of organizing local budget process. The analysis of local budget formation peculiarities brings to a conclusion that system conditions of the Republic financial and property basis formation had not been provided by the beginning of transition to local government.
