Economic relationships are positioned in the socio-economic system of the region, intended to help remove contradictions between socio-economic content of interaction and organizational form of the interests in the local system. The transformation of economic relations involves in ensuring separation of authorities and responsibilities between federal, state and local governments, producing integrated interaction, providing by efficient allocation of resources and potential growth in agriculture sphere. We proposed a regulatory mechanism of social and economic partnership, based on the development of social standards of living.
