Problems of optimization of system of local governments In Republic Sakha (Yakutia)

The problem of optimizing the system of local government at the level of settlements is one of the most urgent, given its regional peculiarities. We suggest two criteria to decide on "design" economically viable structure of municipalities. Based on them was carried out sampling of municipalities for which they are valid, as well as calculations of the optimization of budget expenditures. Formulated the conclusion that in adopting practical solutions to optimize the local authorities at the level of settlements-tions must also take into account such factors as: the will of the citizens living in the united-ing settlements, transport availability subject to consolidation in the villages; skills of municipal employees. Justified the necessity of formulation and implementation of the new concept of population settlement in the Republic of Sakha (Yakutia).
