The article deals with natural-resources potential of Russian and foreign Arctic. Problems are analyzed, associated with reclaiming of the Russian Arctic. The main problems are rundown of population and poor transport development of Arctic regions. Particular focus is paid to the development of the North Indigenous Minorities. The article shows that the successful development of the Arctic, creating favorable environment for the population and economic activity requires the active intervention of the state.
