Regional development at the beginning of the 21st century proved the importance of goal-programming for social and economic spatial development. Key features and criteria of innovative regional goal programs are covered in the issue. In the process of federal goal programs formation in the field of public health it is necessary to create economic-organizing mechanism in the form of special organization methods, management bodies, their functions and authorities stipulated in the program, as far as to interest economically participants of the program in the successful realization of the program. In the issue of the research the conclusion about the efficiency of the realized programs on the regional public health level is drown.
