Within the limits of the creation concept in Russia the International financial center, actual there is a problem of formation and perfection of a regional financial infrastructure. The most scale problems in this area - weak concentration of investment institutes in regions and low level of financial literacy of the population. In article approaches on development of a regional infrastructure are systematized and the conclusion that for formation of investment culture in a society serious efforts of the state and professional community are required is drawn.
