In article are considered problems and the main factors of increasing quality operation cluster provision to life’s by means of institutional of the procedures self-appraisal, which results motivate need of the association of the networks supplier housing-public utilities, their producers and consumers, bound by technological chain in united system for the reason achievements of complacency all concerned party.
