The absolute priority is to modernize the economy, and its conduct in the form of smoldering evolutionary processes and the adoption of the so-called "deferred decision" how time consuming, and so unacceptable in the prevailing socio-economic situation. Modernization should be conducted at a pace close to revolutionary. Indeed, in this case, the assertion type "who wins now, he wins everything." Hence, the sequence of steps taken in the direction of modernization and economic growth, there must be a minimum of time separated, and many steps must be performed simultaneously or synchronously. It is also clear that the quality of these steps must be above reproach. Mistakes will cost very expensive.
