Main goal of Russian Federation economic system nowadays is modernization which presupposes creation of knowledge and innovation economy and balanced spatial development. Solving of this problem necessitates forming of innovation transfer system in regions. In the present work different aspects of innovation activity in region is examined on the example of Kursk oblast. Main competitive advantage and systemic problem of region innovative development are determined in the article.
