In connection with the crisis in the economy of the Russian state increases the need to explore the theoretical, legal and practical problems of forming a system of state and municipal procurement, contributing to the need for improving legal regulation of economic and legal impact in this area. In this study analyzed the role and place of procurement procedures for goods, works and services for state and municipal needs in the emerging country of new social relations.
