The article provides analysis of the problems of estimation and measurement of innovation performance on macro level and focuses on the experience of the European Union. It considers the methodological approaches to the evaluation of innovation performance in the context of evaluation tools such as the European innovation scoreboard and the European Community Innovation Survey.
