Enhancing regional cooperation requires the implementation of innovative management techniques, based on the project and information technology. In this paper, a model of the development and implementation of socio-economic projects and programs interregional cross-border cooperation is offered, its capabilities is proved and its opportunity is defined at the stage of initiation of socio-economic projects and programs.
