In article use of system of terms and settlement indicators in the course of budgetary planning which will allow to formalize completely process budgetary сбалансирования is stated. The given indicators and criteria probably also to use in a design procedure of volume of gratuitous transfers in local budgets from higher budgets on alignment of level of budgetary security of municipal unions.
