The article specifies general issues of accomplishement of structural and innovative transformations in Kemerovo region. This issue is relevant since qualitative changes in economy of the country, and in the region, based on innovative development, will eventually enable us to overcome the trend of structural and technological degradation, qualitative stagnation of economy. This in turn will enable to stop fall of living standards of the population and later will increase such standards.
