Program-target method as a tool of increasing the efficiency of territorial socioeconomic systems

The program-target method of governing has been evaluated as a valid tool of increasing the efficiency of operation and development of territorial socioeconomic systems. The advances of this method have been shown, as well as the problems and difficulties occurring in its applying. The principles (rules) of forming, validating and organizing the design of program documents have been extracted.
