On the basis of analysis of transition of electric-power industry of the country to market functioning mechanisms, a problem of development of innovation environment formation methods in regional industrial power sets is brought up to date. IPO mechanism is regarded as an additional source of finance of a company development and an instrument of strategic management system, promoting implementation of new corporative standards of business conduct and investment attraction rise. Creation of energetic and industrial sets is offered as the purpose of overcoming of negative tendencies of Kamchatsky krai energetic system development, their basic advantages are substantiated.
