In the article issues related to the municipal unit management system modeling by the example of Scheglovskoje settlement, Kemerovskaja region, is considered. The research undertaken allowed determining main components included into the cybernetic model used for the modeling of municipal unit management process.
In order to estimate the state and development level, indices of social and economic development of the municipal unit were defined. A matrix for monitoring of the performance of plans and programs aimed at development of the municipal unit is proposed.
