On the basis of national economic complex of the country are large geoeconomical unities - mega regions. Regional integration in Russia is maintained through formation of multi industrial mega-territorial complexes. So, according to the Russian legislation, the economic cooperation of the three entities of the Russian Federation Kamchatski Krai, Chukotski Autonomous Okrug, Maganskaya oblast involving economic zone of Nothern Kuril Islands through association in a special economic zone - area. Goals and tasks, facing the entities in the sphere of perspective planning are nearly the same on many subjects. That is why, the abovementioned entities of the Federation could maintain a regional economic unity and create inter-entity economic association in the form of distinctive economic area.
