The great value in the course of increase of efficiency of public reproduction on the basis of strengthening of introduction of innovations and investments of intensive type has creation optimum institutional conditions and preconditions. In this respect the factors of formation optimum institutional environment as bases of an intensification of the Russian economy are analyzed in this research.
