The current state of investment-construction activity is characterized by inability of effective development. Generally, the cause of the existing situation is the absence of single coordinated management in capital construction. The author treats cases of Russia’s effective legislative acts application in the absence of common language between builders and the state. Arguments given in the article attest the inability of construction system to achieve national objectives independently and show the necessity to implement external anti-cycle control.
