Regional and municipal financial savings: the theory and practice

In article recurrence of regional and municipal budgets in Russia is considered. The policy of financial savings of incomes of budgetary system with use of the mechanism of the federal budget is proved. Experience of formation and functioning of regional funds of financial savings in the USA and Canada is considered.
