Strategic directions of economic reform at the regional level

The article demonstrates possible long-range (strategic) directions of economic reform at the regional level of the Russia Federation as a prelude for modernization of the Russian national economy. The authors examine a special role of technological clusters which can be described as «locomotives of growth» at the innovation basis, particularly when we study regions putting together the North Caucasian federal district of the Russia Federation. The article also suggests concrete directions of implementation of the state industrial policy at the regional level.
