Crisis features in economy indicated a fallacy of opinion that everything can be solved by means of import and pointed out a necessity to preserve and develop rapidly textile and light industries. In order to overcome a difficult situation, solve the problem and develop textile and light industries the Vologda Oblast Government has worked out Pilot Project “Development of Flax Complex in the Vologda Oblast by means of Inter-Branch and Inter-Territorial Cooperation”. Investments made in development of regional textile and light industries in the framework of the pilot project allowed to modernize flax-producing enterprises, work out and implement progressive technologies for producing quality goods.
     State support aimed at securing Russian producers, development of state and private cooperation, privileges and subsidies take on special significance for enterprises of textile and light industries.
