Risk-management in social and economic systems of the regional level (on an example of Southern federal district)

In connection with a developing process of globalization in economic and features of development of social and economic systems of territorial formations the problem of creation of an effective control system of risks at different levels of domestic economy (federal, regional, municipal) has got recently an even greater urgency. In the present work risk factors of safe development of social and economic system of region on an example of Southern federal district are structured and systematized, genesis of negative consequences of realization of brave factors is carried out, adjusting actions and parameters of safe development are certain. It is drawn a conclusion that the management efficiency safe development of social and economic system will be promoted by application of model of the balanced management, allowing to distribute risks between directions of balanced development of social and economic system of region and to reveal as the core generating risks of the factor - low qualification of a manpower and incompetence of the administrative personnel.
