Forming of clustered supporting framework of regions as a trend of increasing competitiveness of russia

The paper presents the rationale for the forming new supporting framework of Russia’s regions as a key trend of increasing competitiveness of country. The foreign and domestic experience of forming of clusters was analyzed. The concept of cluster supporting framework of regions was proposed, which considers clusters as a nodal element of economy and assists connection uncoordinated elements of economic area of country. The author developed the algorithm of realization of cluster policy in Russia’s regions, which allows to build a logical process of realization based on the methods of «top-down and bottom-up».
