The given paper deals with the problems of definition and measures of coordination for indicators of social-economic development for territories with regional and federal levels of control and management. Principles of formation for the system of managing social-economic development of provinces are stated and shortcomings of current nomenclature for indicators of social-economic development of RF constituents are analyzed. An example of universal indicator of effectiveness for social-economic development of territories, not depending on structure and mobility of capital, is presented
