In connection with the increased value of the Arctic and the northern sea route to Russia's economy once again became a crucial problem of economic development of the Polar Urals by the state and private companies. In this work, dismantled the logic of public-private partnership in the history of the Polar Urals, as well as wave of development of this region, which allows to make preliminary estimates of the expected in the near future a new wave.
