The article examines the methodological issues of the formation and classification of infrastructural elements of the innovative development of the regional industrial complex on the basis of minimizing transactional costs. The possibility of creating a gene pattern of the regional industrial complex on the basis of authority-and-ownership institution dominance is considered in the article.
