Contemporary crisis showed the increase of the contradictions of the development of clusters, business networks and interests of national states and regions. The new understanding of control and monitoring as collaborations and agreement of interests, in the net structures will allow them to reach competitive ability. Steady interrelations in the clusters decrease the competitory pressure, directed on the innovation. The geographical certainty of clusters gradually is transformed in the business networks in its opposition - dispersed nature. The global economy is developed due to the change of system connections; therefore regionalization - this its system characteristic.
