Some aspects of regional and territorial units’ financial base strengthening

Centralization has negatively affected on macroeconomic indicators and stimulus of local self government, to provide independent and effective politics in their competencies. In modern conditions are done definite steps in order to make decentralization measures; despite of this to foresee territorial units' purposes and interests are still great problem As a result most developed management exists in central levels. Centralization of incomes in Georgia decreases potential income stimulus on self government level. Despite of this decisions about separate territorial transfers are not made by individuals and it is regulated by law. Despite of this transfer system decreases local authorities’ fiscal autonomy.
