In Russia questions of a budgetary and tax policy, budgetary federalism, regional placing of productive forces, budgetary alignment, the organization of regional budgets and many other things are deeply developed. Level increase the importance of regions in acceptance of administrative decisions is one of the main priorities of modern development, and maintenance of stability of economy of territory concerns the paramount strategic problems standing today before subjects of Federation. In this connection, formation and an estimation of the tax base, which major component is tax potential, on the basis of the analysis of possibilities of region to receive the maximum return from own economic space begins one of the actual problems demanding the urgent decision.
