Quantitative estimation of investment potential and risks of rural settlements

Now in Russia there is a problem which consists that many rural settlements represent «black boxes». Till now there are no effective methods of a quantitative estimation of investment potential and risks of rural settlements and system of finishing of this information to potential investors. The majority of existing methods are vain attempts to adapt existing methods of an estimation of investment attraction of areas, regions and even the countries to an estimation of investment attraction of rural settlements.
