Creation of the functional macrostructure of regional innovation system

In the article the author analyses the levels of development of regional innovation system, which is represented as a multilevel structure consisting of three macro bocks - "business environment", "knowledge generating environment", and "mechanisms of knowledge transfer". The author has distinguished specific components in each block - innovation potential of the regions of the South Federal District and conditions of development of innovation potential as components of "business environment" block; level of development of basic and applied research as a component of "knowledge generating environment" block. The processes of diffusion and transfer of knowledge at regional level have been studied in "mechanisms of knowledge transfer" block.
