In modern Russian conditions of proceeding market transformations the increasing urgency is got by a problem of increase of competitiveness of regions as major characteristic of efficiency of regional development. Considering global tendencies of formation of so-called economy of knowledge, it is necessary to focus attention of the public on the innovative competitiveness of region characterizing its ability to create competitive advantages on the basis of innovations.
