Regional economy - as a part of national strategy of social and economical development of the country - is extremely important for Russia because economical reforms had caused some negative consequences that affected negatively the economical sustainability of the regions’ development. The problem of sustainable region development is closely connected with national security. Any program of social and economical security should be built on the basis of general concept of the shift to sustainable development. Overall, that means extension of the government’s role in controlling the process of social and economical development and the system of strategic planning.
