The article deals with the guaranteeing of stable economical and social development of Russia and regions on basis of competitive recovery of regional economies as at home as at the world markets. The authors showed the main problems of region development by the example of Arkhangelsk Region and defined primary ways of their decision on basis of using of region competitive advantages.
