Theory and Practice of Assessment of Parameters of Expenditure Part of Municipal Budgets

In the article the practice of planning budget expenses of municipalities is analyzed. A new approach to assessment of parameters of expenditure part of a budget different from the existing system of forming a budget “from the achieved” is suggested. The approach is analyzed after the example of forming the budget of the city department. At the base of realization of this approach there is the theory of vector optimization, method of analysis of hierarchies, analysis of costs functioning.
