In article many sides and many aspects of concept of efficiency are revealed, the paradigm is opened and the essence of the concept of effective social and economic development of region is defined, development strategy are presented, stages of increase of efficiency are defined, theoretical bases of efficient control are considered by region development, four levels of indicators are defined, general provisions of methodology of effective social and economic development of region are allocated.
