The article is devoted to the realization mechanisms forming of the socio-economic systems’ stable development; the authors give the definition of stable-dynamic regions that are to form a new frame structure of the territorial organization of the Russian Federation. The development level assessment is carried out by means of the methodology based on the multiple-factor approach. In the concluding part the realization mechanism scheme of the innovation activity development in a stable-dynamic region is presented.
