This article is about formation and development of a small business in Russia. It is logical and objective process in realization of economic reforms and formation the market economy. In an article has underlined that in Russia the real group of “strategic proprietors” has not yet formed. Moreover, this group is the basis of civilized business. Additionally, the necessary entrepreneurial environment did not formed owing to unstable economic situation and legislation of market type. Also, it is necessary to organize the monitoring methods in the regions of the Russian Federation to eliminate the administrative barriers for successful development of a small business.
